Ioannis P. Panagiotoulias

Dr Ioannis P. Panagiotoulias (Postdoc, PhD, MSc, MBA, BSc) is a researcher, chemist, quality engineer and environmental technologist with experience across academia, industry, public administration and management systems. He is affiliated with the Laboratory of Chemistry and Environmental Technology at the National and Kapodistrian University
of Athens and the University of the Peloponnese, contributing to research projects on waste valorisation, heavy-metal biogeochemistry, coastal environments and sustainable development. He also serves as a Lead Auditor for ISO management systems, conducting audits in quality, environmental, occupational health and safety, energy, business continuity, risk, laboratory accreditation, greenhouse-gas emissions and carbon-footprint verification, mainly in heavy industry, energy, recycling and pharmaceuticals.
Dr Panagiotoulias teaches in higher education and professional training programmes, supports postgraduate and doctoral research, and heads the Scientific Committee of the Panhellenic Association of General Secretaries of Local Government “Kleisthenis”. His research on the Elefsis Gulf and the Thriasian Plain has received international recognition and led to keynote invitations at conferences.
Previously, he served as an adviser to the Greek Ministry of Environment and Energy and as General Secretary of the Municipality of Elefsina. His interests include climate resilience, circular economy, data analytics, energy management, civil protection, risk governance and sustainable urban transformation.
